Karolyn Delvaux
Owner & Chief Consultant
Karolyn spent nearly 18 years with the Orlando Police Department,
where she worked as a Call Taker, Radio Dispatcher, and Teletype
Operator before being promoted to Communications Supervisor.
During her tenure, she received numerous merit awards, including
recognition for her work as a Radio Dispatcher during two active
shooter events.
As a supervisor, Karolyn also served as Training Supervisor and
was deeply involved in training, recruiting, hiring, and other
communications division responsibilities. Her efforts contributed
to the Communications Division obtaining APCO Project 33
certification, now known as APCO Training Program Certification.
Karolyn earned a Bachelor of Science in Criminal Justice with a
minor in Political Science from the University of Central Florida.
She is also an APCO Certified Training Officer and Florida
Department of Health Certified Public Safety Telecommunicator.
After retiring early from the department in 2016, Karolyn joined
Valencia College as an adjunct instructor and Public Safety
Telecommunicator Program Coordinator. Her experience in public
safety communications, education, training, and accreditation
shapes CLD's approach to agency support.
Sherrie (Erica) Legette
Consultant & Trainer
Erica's public safety communications background includes more than
17 years with the Orlando Police Department, where she was
cross-trained as a Call Taker, Radio Dispatcher, and Teletype
Operator.
Her experience also includes more than 15 years of one-on-one
training and teaching classes and academies. During her tenure,
she received numerous awards and recognition for her performance.
Erica is an APCO Certified Training Officer and Florida Department
of Health Certified Public Safety Telecommunicator. Her operational
and training experience brings a practical communications-center
perspective to CLD training.
Charleen Oliver
Consultant & Trainer
Charleen's public safety background includes 30 years of
telecommunications experience, including 24 years of supervisory
experience.
Her experience includes personnel management, day-to-day
communications center operations, quality assurance, and the
development and implementation of staff training. She has also
taught as an adjunct instructor for the Public Safety
Telecommunicator course.
Charleen is an APCO Certified Training Officer and Florida
Department of Health Certified Public Safety Telecommunicator.
She is also a Florida Certified Public Manager through Florida
State University and holds a Bachelor of Science in Accounting
and Finance from Florida Southern University.
Lemuel (Lem) Toatley
Consultant & Trainer
Lem's public safety background includes 15 years of experience
across a variety of roles, including firefighter/EMT,
public safety telecommunicator, and management positions.
His experience includes service with the Orlando Police Department
and the Orange County Public Schools District Police Department,
giving him experience across different areas of public safety.
